Default Specific Character Err. 7

Ever since I moved to Tokyo back in August from WA, every once in a while one of my characters will be unusable because whenever I try to log in to it, (right now it is my ranger) it will give me an err. 7. The last time it happened I was able to fix it by connecting it to a VPN in Indiana and moving my character out of the city, but is there any way to fix this without needing to connect to an American server? I have 9 other toons and they all work fine.

Thanks for any tips or advice!

Couldn't you just log onto a character that does work, change districts to a closer area to you and then go back to the one who doesn't? District selection is account wide.
